FAQs
PACC (Parent Carer Council Shropshire) is a local charity run by Parent Carers for Parent Carers. We support families in Shropshire who have children or young people (aged 0–25) with special educational needs or disabilities (SEND).
Our main goal is to make sure that Parent Carers have a strong voice in shaping the services that affect their families. We do this by:
- Listening to families – gathering your experiences to understand what’s working and what needs to improve.
- Sharing information – providing updates and resources to help you navigate the SEND system.
- Working with decision-makers – collaborating with local authorities, health services, and education providers to ensure your views influence service design and delivery.
We also offer opportunities for Parent Carers to connect with each other, reducing isolation and building a supportive community. This includes events, workshops, and online groups.
PACC is independent—we are not part of the council or the NHS—and we have no political affiliations. This independence allows us to represent your views honestly and effectively.
We receive funding from various sources to support our work with families of children and young people with special educational needs and disabilities (SEND) in Shropshire.
Our primary funding comes from a participation grant provided by the Department for Education, adminstered by Contact (the charity for families with disabled children). This grant supports local Parent Carer Forums like PACC to ensure that Parent Carers have a voice in shaping services.
In addition to this, we apply for and receive grants from other organisations to fund specific projects. For example, we've received funding from the Learning Disability and Autism Fund, managed by the local Integrated Care System, to develop our Preparing for Adulthood Navigators project.
We also welcome donations from individuals and organisations who support our mission. These funds help us to continue providing information, support, and opportunities for Parent Carers to influence local services, and come together through activities and events.
PACC is not directly funded or managed by Shropshire Council or the NHS, which allows us to remain independent and represent the views of parent carers without conflict of interest.
PACC works to ensure the voices of Shropshire’s Parent Carers are included in local decisions about SEND services. To do this, we have Parent Carer Representatives who attend key meetings where services are planned, reviewed, and discussed.
Our Reps share the wider views and experiences of Parent Carers – not just their own – to help shape better support for families. They also attend regular PACC team meetings to stay informed about current issues and to feedback what they’ve learned and any key issues we need to respond to or share with the community.
Together, we make sure that parent voices lead to positive change.

There are lots of ways to have your say with PACC.
We attend Early Help for SEND drop in sessions across Shropshire, host Parent Carer meetings at selected schools, and attend SEND events and activities regularly where you can chat to our Parent Carer Reps.
You can also connect with us on social media – we run several closed chat groups just for Parent Carers, offering a safe space to talk and share experiences.
